The Mongolian National Committee for Pacific Economic Cooperation (MONPECC) is the Mongolian representation in Pacific Economic Cooperation Council (PECC). MONPECC was first established in 1997 in an effort to become a member of PECC. In April of 2000, Mongolia became an associate member of PECC and was established as a national organization according to the requirements of PECC. MONPECC, like PECC, composes a tripartite partnership of government, business and industry, and academia.
The objective of MONPECC is to promote economic cooperation in the Asia-Pacific region and seek to promote Mongolian integration into this economic cooperation. MONPECC shall be proactively involved in regional economic processes through both multi-lateral and bilateral channels.
Mongolia, PECC & APEC relations
Mongolian policy pays special attention to the Asia-Pacific region and this is reflected in the Concept of Mongolian Foreign Policy which says:
"The third direction of Mongolia's foreign policy activity shall be strengthening its position in Asia and securing a constructive participation in the political and economic integration process in the region. Within the framework of this objective, greater attention shall be given to Asia and the Pacific region, in particular to North-East and Central Asia. Mongolia shall take an active part in the process of initiating dialogues and negotiations on the issues of strengthening regional security and creating a collective security mechanism. It will strive to become a member of the Asia, Pacific Economic Cooperation forum (APEC). (Concept of Foreign Policy, Chapter II, 12c)
PECC represents a crucial gateway for Mongolia in working together with other Asia-Pacific economies. PECC is the only non-government official observer of Asia-Pacific Economic Cooperation (APEC) and provides APEC Ministerial meetings and working groups with information, analytical support, and facilitates private sector participation in the APEC process.
The APEC Economic Leaders Forum was held in Sydney, Australia in early September of 2007. At the conclusion of discussions, 21 leaders issued the APEC Economic Leaders Declaration. This declaration stated that APEC will revisit the issue of APEC membership in 2010. Mongolia is not yet a member of APEC and Mongolian involvement in PECC process is crucial to Mongolia's acceptance.
